The follow up to 'The Watermen' and the second novel by this author. Tom Pascoe finds himself searching for a couple of French spies before they can send a fire ship into the newly arrived merchant convoy fleet gathered in the Pool of London. While one of the spies dies of a fever,the other has 'history' with Tom Pascoe and decided to get his revenge by murdering his way through Pascoe's friends and acquaintances. The fire is prevented and Pascoe calls on the love of his life, only to find she has fallen a victim to the murderer.
